The setting is the USSR during the Great Terror. Captain Fyodor Volkonogov serves in the Soviet law enforcement agency. He is trusted by his superiors and his colleagues respect him. This reach an end when he's the witness of the suicide of his immediate superior and soon the arrests of employees of this department. Volkonogov becomes the next target and runs away. His difficult task is complicated when he understands that he must obtain the forgiveness of his victims.
